So, a friend had her paypal account "restricted." When she inquired as to why or what happened, she got the following response:

To appeal an account limitation, we might ask you to take various steps, provide us with information, or supply us with certain documents. - In some cases, we may decide that we can no longer offer our services to you.
If you would like to obtain copies of the information we reviewed in deciding to place a limitation on your account, you will need to obtain a court order or subpoena. To do so, you may want to consider speaking with an attorney who should be able to explain the subpoena process to you. If you choose to subpoena the information, you'll need to submit it to us using National Registered Agents, Inc.

Basically, they said, your screwed, if you want to know why, you need a subpoena. She has no idea what may have triggered it, and has no idea what to do to access it. Has anyone had this happen? WTF? I know how to get a subpoena, but is that really necesary? it also costs a bit of money and is likely not worth it.
I told her I would ask my mommy board, since we all use paypal all the time.
has she had any issues? been late on s payment? has issues with s credit card that was linked?
does she have a bad ebay rating? issues with sellers/buyers?
did she have a period of high usage that could trigger fraud alert?
hard to say anything not knowing her...
but this is a huge computer based company... so there must have been electronic something that triggered this - kwim?
one of claras schoolmates is an american girl. her dad works for paypal, and he is an expat here in lux (this is their headquarters for tax reasons) i can call him this evening and ask if he knows anything...
but imo your friend needs to reflect on her finances connected to her account (and ebay?) and her usage patterns to see if she can think of any reason why.
Its legit, the email was in response to her inquiry as to why she had no access. As I said, she has no idea why. Maybe someone did report her from ebay or craigslist. Frustrating though. she cant explain, since she doesnt even know the problem.
is she positive the emails are coming from paypal?????
Scam paypal emails usually say your account is limited and it is fishing for login info.
Tell her to take the original email and forward it to spoof@paypal.com they will respond if it is fraudulent.

I got an email once saying my acct was restricted but rather than clicking the link provided, I went to the actual paypal site and signed in my usual way....nothing was wrong, but i did forward the email to paypal.
