I am thinking that they just need to be to your partners before December 25th.
Going off the USPS website it says you can mail up until the 21st (priority and first class) and still have it received by the 25th. That seems a little close.
So...deadline to mail is December 16th. The goal is for it to be there in time for Christmas.
If you are mailing outside the US or live outside the US you should mail a lot sooner. I'm going to say around December 5th. I know that is pretty soon so you have to work within your timeline/budget - I am sure the people involved with this situation will understand there are different challenges.
