cell phone/tax deduction question

DH is required to have a phone for work(not provided by employer).  He uses his cell phone and we are on a family plan.  Can he deduct his plan amount?  If so how much of it?

I read this, but not sure if it is fact.

ne: If you are required to use your cell phone for work, and your employer does not reimburse you for the expense, you may write it off. However, you must maintain a separate phone for business. You can not write off a personal phone, even if you happen to use it for work.

A few truck driver sites said he could deduct the whole amount for his. A regular tax site said he could deduct a percentage. Only thing I have found so far on the IRS site is for employers who provide phones. I guess I will just stick those bills in with the other stuff he needs to take with him.
