Why can't I upload an Avatar. I push the button like it says and it doesn't do anything. Any advice?

do you get the image that says "Select a file" or something like that?
when i click that it links me to my folders that i can go through and then upload what picture i want.

Yeah I get that image but nothing happens when I click it.
